Seattle, Independance Day (de dag van de onafhankelijkheid). Een senator wordt tijdens een receptie vermoord door een scherpschutter. De moordenaar komt om tijdens de achtervolging door de politie. Vier maanden later wordt een commissie aangesteld om de aanleiding tot de moord te onderzoeken. Journalist Beatty die getuige was van de moord, ontdekt echter dat de dader afkomstig is van een crimineel netwerk. Nog meer politieke moorden worden voorbereid. Een vrij negatief beeld van de gerechtigheid in Amerika, uitgewerkt tot een spannende politieke thriller. Het scenario van David Giler en Lorenzo Semple Jr. zinspeelt duidelijk op de Kennedy-moord en de naweeën ervan.
